Descentralización educacional en Chile: itinerario sin territorio

Abstract: the article generally reviews certain aspects of building the decentralization process in chile, mainly in the educational sphere. it begins by examining the path of decentralization using historical and legal points of reference, emphasizing the most significant aspects in terms of structure, participation and distribution of power. it goes on to characterize the first subnational administrations, when the educational function was the responsibility of local entities that, with gradual intervention by the state and the neglect to which they were subjected, lost effectiveness and were replaced by entities more in tune with the central apparatus. finally, the article reviews the institutional design of educational municipalization during the 1980s that included the delegation of administrative functions regarding educational centers in their jurisdiction, without designing local education policy, distribution of jurisdictions or potential transformation of centralism.

Abstract: the course of territorial policy on education in chile is described in this article from a standpoint based on the state of commitment - prior to the dictatorship - to a subsidizing state, which remains unaltered to this day. the first part looks at the dynamics of national policy on education from the middle of the last century up to the time when the country's democracy was interrupted in 1973. the second examines the introduction of new policies on education designed essentially on the basis of financing structures linked to the educational reforms adopted in the last quarter of the twentieth century. the education policies developed during those two periods are analyzed in both sections of the article, and their implementation is characterized in the sub-national context. the article ends with several observations on education policy and possibilities for its appropriation and evolution under local government administrations.

Abstract: Este artículo describe el trayecto de la política educativa territorial en Chile desde un enfoque sustentado en el Estado de Compromiso -anterior a la Dictadura- a un Estado Subsidiario que permanece inalterable en esta época. La primera parte expone la dinámica de la política educativa nacional desde la mitad del siglo pasado hasta la interrupción democrática en 1973; la segunda, la implantación de nuevas políticas educativas dise adas esencialmente sobre la base de estructuras de /mandamiento que se vinculan a las reformas educativas acontecidas en el último cuarto del siglo XX. En ambas partes se analizan las políticas educacionales desarrolladas durante los periodos en comento y se caracteriza su implementación en el contexto subnacional. El texto finaliza con algunas consideraciones de la política educativa y sus posibilidades de apropiación y progresión en los gobiernos locales. Abstract: this article attempts to present an educational policy from a perspective of territory and how it tends to invisibility and complexity in sub-national institutions, namely the municipalities and educational department. it outlines briefly the dynamics of national education policy related to educational reforms occurring in the last quarter of the twentieth century and characterizes its implementation at the sub-national context. the topics are distributed only for practical purposes in areas of financing, management, participation and citizen coexistence, regulation and curriculum. finally, at the end of the article, it provides some considerations to the municipal education policy, its potential ownership and progression in local government.

Abstract: La mayoría de los debates y análisis de la Municipalización Educativa en Chile se refieren a un fenómenomás bien contemporáneo. El artículo reconstruye desde los sucesos histórico-educativos el sistema escolar municipal, -de origen colonial- fundados en las obligaciones de los cabildos en la ense anza de su territorio en los comienzos de la vida institucional del país. En razón de ello, se describen las expresiones educativas más relevantes de los pueblos originarios, las secuelas de la presencia hispana y el itinerario del siglo XIX, ligado a la organización del país y al desempe o de los gobiernos subnacionales. El texto finaliza con algunas reflexiones que contribuyen a la memoria educativa, no sólo para profundizar derroteros y eventuales restricciones, sino para aprovechar su trayectoria -educación y gobiernos locales- que otorga coherencia y significación a la cuestión educativa-local del presente.

Bound states and Cooper pairs of molecules in 2D optical lattices bilayer

Abstract: We investigate the formation of Cooper pairs, bound dimers and the dimer-dimer elastic scattering of ultra- cold dipolar Fermi molecules confined in a 2D optical lattice bilayer configuration. While the energy and their associated bound states are determined in a variational way, the correlated two-molecule pair is addressed as in the original Cooper formulation. We demonstrate that the 2D lattice confinement favors the formation of zero center mass momentum bound states. Regarding the Cooper pairs binding energy, this depends on the molecule populations in each layer. Maximum binding energies occur for non-zero (zero) pair momentum when the Fermi system is polarized (unpolarized). We find an analytic expression for the dimer-dimer effective interaction in the deep BEC regime. The present analysis represents a route for addressing the BCS-BEC crossover superfluidity in dipolar Fermi gases confined in 2D optical lattices within the current experimental panorama.

Abstract: The correct regulation of tissue barriers is of utmost importance for health. Barrier dysfunction accompanies inflammatory disorders and, if not controlled properly, can contribute to the development of chronic diseases. Tissue barriers are formed by monolayers of epithelial cells that separate organs from their environment, and endothelial cells that cover the vasculature, thus separating the blood stream from underlying tissues. Cells within the monolayers are connected by intercellular junctions that are linked by adaptor molecules to the cytoskeleton, and the regulation of these interactions is critical for the maintenance of tissue barriers. Many endogenous and exogenous molecules are known to regulate barrier functions in both ways. Proinflammatory cytokines weaken the barrier, whereas anti-inflammatory mediators stabilize barriers. Adrenomedullin (ADM) and intermedin (IMD) are endogenous peptide hormones of the same family that are produced and secreted by many cell types during physiologic and pathologic conditions. They activate certain G-protein-coupled receptor complexes to regulate many cellular processes such as cytokine production, actin dynamics and junction stability.
