Abstract: this articles presents a marxian-inspired explanation for the current changes in our society, founded on the understanding of the productive and value-based role of information and knowledge in all evolutive stages of the industrial capitalism. it reviews some key properties of the capital-labor relations displayed along the previous industrial revolutions, showing how new productive relations and new top industries came up from them, supported on information and culture, through which the accumulation of capital, as well as the new social dramas, get their way. the private appropriation of information is seen as the major economic, social and political problem to be tackled with in the beginning of this century.

Abstract: in advanced capitalism, in all industries the labour process has become essentially semiotic, that is, in all steps of the productive chain, from engineering to machine adjustment and control, workers are employed to process information to which they can attribute meanings related to concrete labour situations. understanding this process helps to understand the marxian concept of concrete labour and can contribute to a better understanding of the nature of the informational capitalism that has been emerging in the beginning of this century.

Abstract: Este artigo prop e uma chave explicativa, de fundamento marxiano, para as transforma es em curso na sociedade, com base na compreens o do papel produtivo e valorativo da informa o e do conhecimento em todas as fases evolutivas do capitalismo industrial. Para isso, rediscute algumas características-chave das rela es capital-trabalho ao longo das revolu es industriais anteriores, mostrando como delas emergiram novas rela es produtivas e novas indústrias de fronteira, calcadas na informa o e na cultura, através das quais o capital segue acumulando e, concomitantemente, gerando novos dramas sociais. A apropria o privada da informa o é apontada como o principal problema econ mico, social e político a ser enfrentado neste início de século.

Abstract: Resumen Este texto reúne consideraciones acerca de la regulación del uso del suelo y del impuesto sobre el territorio, entendido como un fundamento del Derecho Urbanístico, dentro del ordenamiento jurídico de un grupo de países latino-americanos, Fueron estudiadas las constituciones de diferentes países y, por tanto, diferentes contextos socio-jurídicos, de América Latina, de modo de comparar el la manera del accionar en el territorial estatal. El estudio abarco seis subtemas: alcance, alternativas, instrumentos, intervención sobre el mercado del suelo, planes e impuesto sobre la propiedad inmobiliaria. Las conclusiones apuntan en el sentido de identificar algunas diferencias en los diversos ordenamientos jurídicos. Sin embargo no queda duda de que, en el contexto contemporáneo, las relaciones entre Estado y Territorio están delante de un nuevo nivel interpretativo
