%X these lines present a reflection on the historical role of institutions, at times of transition and change, in the venezuelan socio-political system, and its capability to create collective representations focused on an institutional practice, where ethics must be built under a permanent discussion of what we are, what we think and what we do, putting in that way equality in the public service over private interests.
