%X this article analyzes the evolution of a regime against terrorist financing in the international system. this activity has been difficult to define and control; however, during the twentieth century, various actors in the international system under the leadership of the un, have developed transnational and institutional mechanisms to respond and limit its scope. the present study shows the consolidation of a regime that struggles with an adversary that has countless technological resources at hand and has the ability to affect world order.
