%X this paper aims to show the main obstacles to territorial endogenous development from the perspective of the science, technology and innovation system (sti). some of these obstacles are: a higher number of part-time professors (instead of full-time professors) in the university system, meager number of ph. d professors working for the university and the production systems and an undetectable number of people doing innovation and development (i+d) in business and industry. these factors helped to produce a bottleneck that delayes the process of integral and sustainable development in many regions of colombia.
