T.C.M. internationalization is a economic action leading by government, so, to share benefit fairly which is a basic principle of international economic law should be obey. Meanwhile, internal legislation and make all-sided protect method are fundamental. Only establish steady and clear intellectual property share system, can stakeholder's rights and interest be insured effectively.
