%0 Journal Article %T Health insurance information system: a velvet revolution? %A Czernichow P %A Fardeau P %A Escat J %A Danchin N %J Revue M¨¦dicale de l'Assurance Maladie %D 2006 %I %X Healthcare information systems should help to adapt care to healthcare priorities, improve knowledge of the spatial distribution of care, enable an evaluation of the cure modalities and treatment effectiveness, keep a better eye on expenditure and encourage more efficient management, help to give citizens information about their health system, etc. The stakes and challenges are multiple: relevance of public policies and allocation of resources (productivity), quality and safety (undesirable effects) of treatments, corrections of health disparities and improvement of health access, suitable distribution of technological innovations, patient information and integration into European exchanges. The priorities regarding the development of information systems over the last thirty years evolved with the objectives targeted, up until the birth of the ˇ°national health insurance interscheme information systemˇ±. The information systems on how health services function cover, in fine, four major areas: the state of health of the population, the range of care on offer, the amount of care administered and the treatment results for patients. An integrated view of the healthcare process can be constructed by looking at all four of these areas together. Choices regarding healthcare organisation must be based on scientifically established facts, involving the development of research on healthcare services in France.
