Com base nos indicadores do relat車rio Doing Business 2011 do Banco Mundial, avalia-se a performance relativa de Portugal face a uma sele o de pa赤ses, em tr那s dimens es chave do ambiente regulamentar: os procedimentos, os custos e a demora burocr芍tica, considerados determinantes para o ambiente de neg車cios e qualidade de vida dos cidad os. Esta an芍lise comparada revela que, apesar dos not芍veis progressos dos 迆ltimos anos, existe ainda caminho a percorrer, n o s車 ao n赤vel da pr車pria melhoria da regulamenta o, mas tamb谷m do funcionamento interno da Administra o P迆blica e do Estado, no que diz respeito a tornar mais eficiente e c谷lere a decis o de processos administrativos e judiciais. 谷 premente, designadamente, diminuir a demora procedimental relacionada com as transa es internacionais de bens, o licenciamento, o pagamento de impostos, a resolu o judicial de disputas comerciais e os processos de fal那ncia de sociedades. The development of better regulation policies in Portugal has been integrated in the State*s reform and modernization effort, geared towards the accomplishment of the compromises portrayed in the Lisbon Agenda. Based on the World Bank*s Doing Business 2011 report, we appraise the Portuguese performance comparatively to a selection of relevant countries, in three key dimensions of the regulatory environment: bureaucratic procedures, costs and delay, considered determinants to the doing business environment and citizen*s quality of life. This comparative analysis shows that despite the notable improvement of the last few years, there is still progress to be made, concerning not only improving regulation in itself, but also the functioning of the Public Administration and the State, calling for a more efficient and prompt resolution of administrative and judicial processes.
