%X The process of building holdings can be represented as a nonequilibrium, but static, due to the existence of external factors that support the degree of nonequilibrium of internal conditions. Development of construction holdings in terms of institutional and synergetic concept can be represented by three operation modes: steady, unsteady, and a regime with peaking.
