%X Kayna  ndaki nedenler, boyutlar  ve g r¨¹n¨¹m¨¹ farkl  olmakla birlikte yoksulluk ge mi ten g¨¹n¨¹m¨¹ze var olagelen bir sorundur. Yoksulluk, Orta a da Tanr ¡¯n n bir eseri olarak g r¨¹l¨¹rken, sosyal adalet d¨¹ ¨¹ncesinin geli imi ve refah devletinin teorik temellerinin at lmas yla birlikte devlet m¨¹dahalesini gerektiren bir soruna d n¨¹ m¨¹ t¨¹r. Refah devletinin geli im s¨¹recinde 1950¡¯lilerden 1970¡¯li y llara kadar devam eden d nem, refah devleti  nlemlerinin geli me kazand   , ekonomik b¨¹y¨¹me ile birlikte y¨¹ksek d¨¹zeyde istihdam n bir arada g r¨¹ld¨¹ ¨¹ bir d nem olu turur. Yoksulluk sorunuyla m¨¹cadelede toplumdaki herkes i in  ng r¨¹len temel gelir tart  malar ndan sadece yoksullar  hedef alan ve bir ok Avrupa ¨¹lkesinde uygulama alan  bulan asgari gelir g¨¹vencesine uzanan tart  malardaki   k   noktas n  ise refah devletinin geldi i a ama olu turmaktad r. Buna g re, sosyal sigorta uygulamalar n n a  rl kta oldu u sosyal g¨¹venlik sistemlerinin,  zellikle 1970¡¯lerin sonundan itibaren artan i sizlikle birlikte daha da  nem kazanan yoksulluk sorunu kar  s ndaki yetersizli i dile getirilmektedir. Yoksullukla m¨¹cadele, yoksullu un kayna  ndaki nedenlere ba l  olarak  ok boyutlu y¨¹r¨¹t¨¹lmesi gereken bir m¨¹cadeledir. Yoksullukla m¨¹cadelede ekonomik ve sosyal politikalar n e g¨¹d¨¹m i inde olmas  gerekmektedir. T¨¹rkiye¡¯de i sizlik ve yoksulluk oranlar n n y¨¹ksekli i kar  s nda sosyal yard m ve hizmet sistemi yoksullu a kar   etkin bir koruma i levine sahip de ildir. Bu anlamda, yoksulluk s n r n n alt nda ya amlar n  s¨¹rd¨¹ren ki iler i in uygulama alan  bulan asgari gelir g¨¹vencesi hakk n n sosyal yard m politikas n n bir bile eni olarak devreye girmesi gerekmektedir. Poverty is a problem from past to present even there are differences in the reasons, dimensions and appearances. While poverty is seen as a fact that god creates in the middle ages, it becomes a problem which requires government intervention along with the development of social justice conception and the theoretical basis of welfare state. In the development process of the welfare state, the period from 1950s to 1970s is a period which represents improvements in the measures of welfare state and the economic growth rates along with high employment rates. The current progress in the welfare state constitutes the originating point in both the discussions about basic income which is envisaged for all people in society and the discussions about minimum income guarantee which is aimed at the poor and implemented in many European countries.
