SSGSSK m.6'da sigortal  say lmayanlar  belirleyen d¨¹zenlemede ba  ms z  al  anlar ve  ift ilerin belirli bir gelirin alt nda gelir elde etmeleri durumunda zorunlu sigortal l ktan muaf olacaklar  h¨¹kme ba lanm  t r. Belirlenen gelir seviyesi muhta l k kriterine g re y¨¹ksek oldu u i in bu d¨¹zenlemenin sistemden ka    i in bir yol olu turaca  n  d¨¹ ¨¹n¨¹yoruz. Devlet, ki ileri zorunlu sigortal l k kapsam nda olmaya zorlamal ; sistemden ka   a imkan sa layan yollan kapatmal d r. ngilizce  zeti In this study an evaluation of the recent social security reform in general has been carried out. in the evaluation of the reform, I. have come to a conclusion that the new regulation at Article 6 ofthe Act of Social Insurance and General Health Insurance numbered 5510 will have an impact of Black Hole for ¨¹ e Social Security Reform in the long term. At Article 6, the independent workers and farmers are exempted from being me obligatory msured iftheiryearly eamings are under the minimum yearly earnings limit for the insured .This limit is above the limit for those getting social assistance from the state .1 believe that this regulation will be a way to escape from the obligatory social insurance system. The social state should force the citizens to be in the scope ofthe social insurance system and not to allow them to escape from.
