%X Bu  al  man n amac , toplumda sosyal g¨ıvenlik sistemlerinin ama lar n  ve i levlerini a  klamaktad r. Sosyal g¨ıvenlik sistemlerinin temel amac , gelir azal    ve/veya harcama art    yaratan sosyal risklere kar   vatanda lar  korumakt r. Sosyal g¨ıvenlik sistemleri, Sanayi DevrimiĦŻnin neden oldu u olduk a  nemli ekonomik, sosyal ve politik de i imler sonucu ortaya   km  t r. Sonraki s¨ıre lerde ise, sistemlerin kapsam  ki i ve koruma sa lanan riskler a  s ndan geli mi tir. Genel olarak sosyal g¨ıvenlik hizmetleri, sosyal sigorta ile sosyal yard m ve hizmetler olmak ¨ızere iki kanaldan sa lan r. Sosyal koruma a  s ndan hangi kanal se ilirse se ilsin,  a da  sosyal g¨ıvenlik sistemleri i in  nemli olan unsurlar, evrensellik ve gelirin yeniden da  l m  ile ortaya   kan sosyal adaletin sa lanmas d r. This study is aimed at clarifying aims and functions of social security systems in society. The main aim of social security systems is protect to citizens against social risks which create income decay and/or expenditure growth. Social security systems emerged as results of tremendous economic, social and political changes created by Industrial Revolution. At a subsequent process, social security systems were developed in terms of scope (personal and risks) covered by systems. In general terms, social security services provided via two main channels: Social insurance and social assistance and services. Whatever channel selects to provide social protection, the most important elements for contemporary social security systems are universalism and social justice created by redistribution of income.
