%X Apresentam-se resultados obtidos por meio de pesquisa sobre papel da modaliza  o exercido pelos verbos poder e dever no interior de textos de cunho orientacional. Procurou-se avaliar como esses verbos se inserem na rela  o entre o ato de permiss o ou de possibilidade e o ato de regula  o/ordem. Direcionou-se a pesquisa para o Manual do Fundeb, considerando-se a particular fun  o de regular utiliza  o dos recursos p¨²blicos por parte dos Estados, Distrito Federal e Munic¨ªpios, o que caracteriza contexto de interlocu  o juridicamente estabelecido, e, por conseguinte, resulta em corpus vi¨¢vel para an¨¢lise do processo de modaliza  o, principalmente em se tratando do plano de ntico. Diante das an¨¢lises j¨¢ desenvolvidas, percebeu-se que o verbo poder pode ser utilizado para demarcar para o leitor a  es que devem ser seguidas mediante ato de ordem anteriormente estabelecido. Esse ato de ordem ¨¦ sinalizado pelo verbo dever, por isso a tentativa de demonstrar a rela  o que h¨¢ entre esses verbos em textos que regulam a  es no dom¨ªnio do p¨²blico. Tamb¨¦m foi poss¨ªvel perceber que o verbo poder pode orientar o leitor no sentido de que h¨¢ ressalvas/exce  es/possibilidades a partir das a  es postas no plano do obrigat¨®rio, sentido este demarcado pelo verbo dever. This paper presents some results from research on the role of modalization played by the verbs ¡®poder¡¯ (can) and ¡®dever¡¯ (must) in instructional texts. The research aimed to examine how these verbs behave in the relationship between the act of permission or possibility and the act of regulation/order. The research was directed to the FUNDEB¡¯s Manual, considering its particular function of ruling the use of public resources by States, Federal District and Municipalities. Therefore, this material characterizes a context of interlocution established in the legal field, and, consequently, itconstitutes a feasible corpus for the analysis of the modalization process, particularly when it refers to the deontic level. According to the analyses carried out, the verb ¡®poder¡¯ can be used to guide the reader towards the actions that must be performed under an act of order previously established. This act of order is signaled by the verb ¡®dever¡¯, and this is the reason by which this study attempts to demonstrate the relationship between the two verbs in texts that regulate actions in the public domain.
