%0 Journal Article %T Of Sovereigns and Networks: Sketch of a New World Order %A Aleksandr Popov %J Acta Societatis Martensis %D 2008 %I %X Discussions about the emerging processes of globalization that will affect all spheres of life and change the future of a mankind have been around for more than a decade. All of them have achieved one thing mainly -- multiple spheres of human activity have come to consider themselves as part of the process and are doing their utmost to make a contribution towards the development of the process. Backed by an aspiration towards globalization, a theory has emerged that endeavours to change the balance of power on the global arena. The outcome of the application of this theory is an eradication of the existing world order and its replacement with a new one that, in the minds of its protagonists, is more prepared to tackle the nascent globalization and handle the problems accompanying its arrival. The main idea behind discussion attempted in the essay is to point out the main features of this proposed "New World Order", identify its shortcomings and attempt to bring the sovereign state back in the game. Even though the proposed model of global governance deserves some sympathy it is still raw enough for it not to be accepted as a glorious substitute for a current model for the conduct of global affairs. Even though the sovereign states do not always live up to their promises or fulfil all the needs of the people residing inside their borders and on their territory, they are still better suited for running the global arena due to their control over certain amounts of resources, power and knowledge that rests with their components. %U http://www.martens.ee/acta/3/174-187_Popov.pdf
