Communities and associations play an important role to support the development policies of institutions. Autonomous universities are thus confirmed as actors in economic, social and cultural factors in their environment. These guidelines are changing the place of the university in society. Social responsibility of universities began to be raised when the institution meets the needs of the inhabitants of a territory's social life and culture. In particular, access to higher education and retention of graduates are local issues that enhance the public service role of universities. It remains to study the effects of school autonomy on democratizing access to knowledge at the heart of these new forms of regulation between European, national and local levels, for this theory was used in this paper the method of scenarios. Des r¨¦formes r¨¦centes ont renforc¨¦ les liens entre les universit¨¦s et leur territoire en France. Les collectivit¨¦s et les associations jouent un r le consid¨¦rable pour accompagner ces politiques de d¨¦veloppement des ¨¦tablissements. Les universit¨¦s autonomes sont ainsi confirm¨¦es comme des acteurs ¨¦conomiques, sociaux et culturels majeurs dans leur environnement. Ces orientations modifient la place de l¡¯universit¨¦ dans la soci¨¦t¨¦. La responsabilit¨¦ sociale des universit¨¦s commence ¨¤ ¨ºtre ¨¦voqu¨¦e quand l¡¯institution r¨¦pond aux besoins des habitants d¡¯un territoire en mati¨¨re de vie sociale et de culture. En particulier, l¡¯acc¨¨s aux ¨¦tudes sup¨¦rieures, la fid¨¦lisation des dipl m¨¦s constituent des enjeux locaux qui valorisent le r le de service public des universit¨¦s.
