%X L'objectif de cet article est de comprendre comment une capacit¨¦ d¡¯action collective peut se construire dans une ville marqu¨¦e par une industrialisation ancienne et, plus r¨¦cemment, par un d¨¦clin d¨¦mographique et ¨¦conomique. La th¨¨se principale de l'article, inspir¨¦e par l¡¯¨¦conomie politique et le n¨¦o-institutionnalisme, est que la difficult¨¦ d¡¯un territoire d¡¯ancienne industrialisation ¨¤ constituer une capacit¨¦ d¡¯action collective peut certes s¡¯expliquer par une position d¨¦favorable dans la nouvelle division internationale du travail mais aussi par les conditions institutionnelles engendr¨¦es par ce pass¨¦ industriel et la crise ¨¦conomique et d¨¦mographique. Dans le cas de Saint-¨¦tienne analys¨¦ dans cet article, les modalit¨¦s historiques de l¡¯industrialisation mais aussi les modalit¨¦s de gestion de la crise de d¨¦sindustrialisation ont engendr¨¦ des conditions institutionnelles ¨Cdispositions ¨¤ la prise de parole et¨¤ la coop¨¦ration, nature des rapports entre les diff¨¦rents types d¡¯organisation (milieux ¨¦conomiques, classe politique locale, ¨¦tat)- peu favorables ¨¤ l¡¯¨¦mergence d¡¯une capacit¨¦ d¡¯action collective et ¨¤ l¡¯¨¦laboration de strat¨¦gies partag¨¦es de sortie de crise. The objective of the article is to understand how a political capacity can emerge in a city characterised by an ancient process of industrialisation and, more recently, by an economic and demographic decline. The central thesis of the article is inspired by political economy and neo-institutionalism. One considers that the difficulties faced by a place of old industry to build up a political capacity can admittedly be explained by an unfavourable position in the international division of labour but also the institutional conditions generated by the industrial past and the economic and demographic crisis. In the case of the French city of Saint-¨¦tienne, analysed in this article, the historical modalities in which industrialisation occurred and the way deindustrialisation has been managed have engendered institutional conditions ¨Cpropensity to voice and cooperation, relations between different types of organisations (business milieus, local political class, central State representatives)- that have not been favourable to the emergence of a collective political capacity and to the building up of shared anti-decline strategies.
