%X Cet article explore l¡¯¨¦volution de l¡¯id¨¦e de soci¨¦t¨¦ civile mondiale et la mani¨¨re dont celle-ci d¨¦fie les concepts classiques des relations internationales, ces derni¨¨res ¨¦tant entendues comme centr¨¦es sur les relations entre des ¨¦tats. Depuis les premiers penseurs modernes, la signification du concept de soci¨¦t¨¦ civile s¡¯est plusieurs fois restreinte. Plus r¨¦cemment, dans les ann¨¦es 1980, le concept a ¨¦t¨¦ r¨¦invent¨¦ simultan¨¦ment en Am¨¦rique latine et en Europe de l¡¯Est avec un sens qui renvoyait ¨¤ la fois ¨¤ un retrait par rapport ¨¤ l¡¯¨¦tat et ¨¤ un mouvement vers des institutions et des r¨¨gles internationales. L¡¯id¨¦e de soci¨¦t¨¦ civile a encore chang¨¦ au cours des ann¨¦es 1990 ; cette d¨¦cennie a vu les versions militante, n¨¦olib¨¦rale et postmoderne de la soci¨¦t¨¦ civile se concurrencer. L¡¯article passe ensuite en revue diff¨¦rentes critiques ¨¦mises ¨¤ l¡¯encontre du concept de soci¨¦t¨¦ civile mondiale, notamment au niveau de son contenu normatif et de la disparition des ¨¦tats. Enfin, il discute les cons¨¦quences du 11 septembre sur ce projet. Le renforcement d¡¯une soci¨¦t¨¦ civile mondiale et des r¨¨glements internationaux repr¨¦sente aujourd¡¯hui un espoir pour sortir de l¡¯impasse du terrorisme et de la guerre men¨¦e contre celui-ci ; c¡¯est aussi un espoir pour les citoyens d¡¯influencer les d¨¦cisions qui affectent leurs vies. The essay explores the evolution of the idea of global civil society and the ways in which it challenges classic concepts of international relations, conceived as relations primarily between states. It starts with a brief sketch of the changing meaning of civil society since the early modern thinkers. More recently, the concept has been reinvented simultaneously in Latin America and Eastern Europe in the 1980s as both a withdrawal from the state and a move towards global rules and institutions. The idea has changed again in the 1990s with the rise of three competing meanings : the activist, the neo-liberal and the post-modernist versions. The essay then considers trough some of the current criticisms of the concept of global civil society, notably concerning the withdrawal of the state and its normative content. Finally, it discusses how has the idea of global civil society has been affected by September 11th. Strengthening global civil society and international rules may constitute a way out of the current impasse between terror and war on terror, and provides opportunities to enhance the ability of people to influence the decisions that affect their lives.
