Increasingly, the focus shiftsto management skills, creativity and managertalents.Along with the establishment of theorganization in a government institution, the keytask for management is to determine its course ofaction, define objectives and develop strategies toachieve them. In addition to efforts to achieveorganizational goals, managers must ensure thatindividual needs of their associates and otheremployees are satisfied.In order to better understand the managementroles, theorists have grouped related activities intoseparate business functions. Although differentclassification of management functions havedeveloped in theory and practice, the dominantclassification consists of: planning, organizing,human resources management and managementcontrol, as a key managerial function.
