Those devices have differentcapabilities based on the manufactures and the model. This paper proposes a new framework for adapting thecontent of Mobil-government services with respect of four contexts; personal, device, connectivity and locationcontexts. The framework is based on a 3-layer mediation architecture that uses XML as semi-structure mediationlanguage.
