%X This study, espoused on the structures of local administrationin Nigeria as a government operating from the grass rootfrom where government policy thrust must be focused. Thestudy paraphrased the local administrative structures fromthe pre-colonial era across the post-colonial, early militaryand late military era as well as the Second Republic civilianregime respectively. However, a special focus of the studyhinged on the 1983 - 1984 military administration and itsreform processes. It was finally recommended among othersthat the major players must exhibit high sense of politicalwill to work and to carry the people along in the scheme ofthings.
