%X Portugu¨ºs O objetivo deste artigo ¨¦ analisar o contexto hist¨®rico-institucional em que se situa a autonomiados governos municipais no ambito do federalismo brasileiro. A Constitui  o de 1988 tornouo Munic¨ªpio ¡°ente federativo¡± dotado de autonomia pol¨ªtica, legislativa, administrativa efinanceira. Ao longo dos ¨²ltimos 23 anos em que a atual Constitui  o est¨¢ em vigor, umnovo desenho institucional suscitou rea  es que colocaram em xeque aquela autonomia,em particular a financeira. Para avaliar tais rea  es foram levantadas as Emendas ¨¤ Constitui  oque afetaram a autonomia municipal. Dados relativos a alguns indicadores de finan asmunicipais foram apresentados para situar o impacto das reformas constitucionais. A an¨¢lisedos dados sugere que os anos 1990 foram marcados por um ataque ¨¤ autonomia financeirados munic¨ªpios, considerados entes federativos pouco comprometidos com o ajuste fiscalem contexto de crise econ mica. Na d¨¦cada seguinte avan ou a coopera  o interfederativa,inclusive com aumento das transfer¨ºncias governamentais para os munic¨ªpios. Resta, contudo,resolver problemas decorrentes da estrutura federativa tripartite, marcada por forteheterogeneidade entre os munic¨ªpios brasileiros.English The purpose of this article is to analyze the historical and institutional context in which theautonomy of municipal governments is situated within the Brazilian federative sphere. The1988¡¯s Brazilian Federal Constitution treats the municipality as a ¡°federative entity¡± withpolitical, legislative, administrative, and financial autonomy. However, the new institutionaldesign provoked reactions that jeopardized such autonomy, especially the financial one. Inorder to evaluate such reactions, this research analyzed Amendments to the Constitutionthat somehow affected the municipal autonomy over the last 23 years, in which the current Constitution is in force. Statistics on some municipal financial indicators were presented tosituate the impacts of the constitutional reforms. The analysis of the facts suggests that the1990s were marked by an attack to the financial autonomy of the municipalities, which wereconsidered federative entities somewhat committed to the fiscal adjustment in the economiccrisis context. During the following decade, the interfederative cooperation increased, evenwith the expansion of governmental transfers to the Municipalities. Though, problems arisingfrom tripartite federal structures, marked by a strong heterogeneity between Brazilianmunicipalities, still have to be solved.Espa ol El objetivo de este artigo es el de analizar el contexto hist¨®
