O objetivo da pesquisaconsiste na identifica  o do processo de constru  o e implementa  o dos PDs, mediantean¨¢lise qualitativa das leis e das condi  es para sua implementa  o. A pesquisa realizadaintegra-se ¨¤ Rede Nacional de Avalia  o de Planos Diretores, organizada pelo Minist¨¦rio dasCidades, que tinha como foco monitorar o acesso ¨¤ terra urbanizada, capacitar agentes dopoder p¨²blico e atores da sociedade civil para a implementa  o dos Planos Diretores, bemcomo fortalecer a gest o municipal e as formas de participa  o social. Foi considerada umaamostragem de 33 munic¨ªpios paranaenses, distribu¨ªdos por faixa populacional e localiza  oterritorial. A an¨¢lise realizada no Paran¨¢ indicou que os PDs, de modo geral, configuram-secomo uma apresenta  o de diretrizes gerais de desenvolvimento urbano, centradas em quest esf¨ªsico-territoriais. As leis analisadas incorporam os princ¨ªpios do Estatuto da Cidade, entretantonem sempre est¨¢ clara a articula  o entre utiliza  o dos instrumentos urban¨ªsticos e cumprimentoda fun  o social da terra e da cidade.English This paper presents the results of an evaluative research about the Master Plans in the state ofParan¨¢, Brasil, in the years 2006/2009. The aim of the research is the identification of theprocess of construction and implementation of the Master Plans, by a qualitative analysis oflaws and its conditions of implementation. The research is part of the Rede Nacional deAvalia  o de Planos Diretores, organized by the Ministry of Cities, with the purpose of monitoringthe access to urbanized land, empowering government agents and civil society to implementthe Master Plans and strengthening municipal management and social forms of participation.The research analyzed a sample of 33 municipalities in Paran¨¢ State, distributed by populationand territorial location. The analysis indicated that the Master Plans in Paran¨¢ configured as apresentation of guidelines for urban development, focusing on physical and territorial issues.The laws incorporate the principles of the City Statute, however, there isn¡ät a clear link betweenthe use of urbanity instruments and fulfillment of the social function of land and city.Espa ol Este trabajo presenta los resultados de una investigaci¨®n sobre el contenido de los PlanosDirectivos hechos en el Estado de Paran¨¢, en el per¨ªodo 2006/2009.
