%X Resumo: Este artigo enfoca a interpreta  o das mudan as do Acordo Geral sobre Com谷rcio e Tarifas 每 GATT e sua transforma  o em Orga-niza  o Mundial do Com谷rcio 每 OMC a partir da perspectiva das Rela  es Internacionais, particularmente da corrente designada cons-trutivismo. As abordagens mais tradicionais, como a realista e a neoliberal, n o s o suficientes para explicar as transforma  es das institui  es internacionais ou as raz es pelas quais elas s o fundamentais para imprimir legitimidade e efici那ncia a estruturas organizacionais. Para corroborar tal hip車tese, faz-se uma an芍lise do sistema GATT/OMC, tomando em conta a constru  o de identidades de grupos de Estados e da pr車pria institui  o. Assim, a necessidade de adotar instrumentos anal赤ticos que levem em conta a constru  o de sentidos e de identidades compartilhados demonstra ser fundamental para tornar poss赤vel uma melhor compreens o das rela  es internacionais, pois as matrizes de interesses preestabelecidas e a supostamente racional maximiza  o do poder pelos Estados, pregadas pelo realismo e pelo neoliberalismo, n o podem explicar as mudan as profundas que est o no cora  o da institucionaliza  o e na jurifica  o internacionais.The article focuses on the interpretation of the changes in GATT since its first days until its transformation in the WTO from the perspective of the International Relations, particularly its constructivist stream. The more traditional approaches, such as the realist and neoliberal, are not enough to explain the changes in international institutions as well as why they are fundamental to the legitimacy and efficiency of organizational structures. In order to make this point, an analysis of GATT/WTO is made, regarding the construction of identities of groups of States and the institution itself. The need to adopt analytical instruments that include the construction of shared meanings and identities shows itself necessa-ry to make possible a better understanding of international relations, since the pre-set interests＊ matrices and supposedly rational maximization of power by States preached by realism and neoliberalism cannot explain the deep changes that are at the heart of international institutionalization and legalization.
