Following this idea, various political initiatives have been made in the latest years to address the introduction and use of ICT at school. Many of these programs, though, suffer from the incapacity to plan essential steps of the implementation process. They assume technology itself will be the solution for innovation. While much of the focus of projects is on infrastructure, investing in the people and social systems in the education sector is what really seems to be successful. Recent findings confirm what many in the social sector recognized: that building social and human capital is both important and difficult. This article defines the concepts of human capital and social capital, focusing on the possibilities that they can bring to promote didactics innovation.
