This article investigates how social and po-litical actors in Mexico mobilize through informal institutional practices: what is be-yond their control, what is unpredictable, or what is impossible to plan. These actors show different responses to uncertainty. Based on these various responses, the article suggests that social problems are 'social constructions', that is, they are defined by institutional discourses and identities emerg-ing from social action. Based on interviews and newly collected data on the notion of the uncertainty in Mexican cities, the paper discusses how social leaders, public servants and citizens define issues such as the 'gov-ernance of conflict' through their protest activities. How does the social imaginary operate when confronting the unexpected? How do people define what is relevant and what is essential in moments of social crisis? Based on empirical answers to these ques-tions, this article seeks relationships and in-terconnections between the process of con-struction of the protests in three cases of so-cial and political action in Mexico. %K social protest %K Mexico %K uncertainty %K mobile metropolises %K protesta social %K M谷xico %K incertidumbre %K metr車polis m車viles %U http://www.erlacs.org/index.php/erlacs/article/view/8402
