%X Reflection that closely follows the work of Zigmunt Bauman, Wasted lives: modernity and its outcasts, presents an analysis of more obscure aspects and baffling of the effects of globalization and urbanization de-regulated in Panama, providing a new perspective on the effects of the processes of urbanization based on the commodification of the soil, the proliferation of economic migrants, the planning deregulation and the privatization of public spaces lead a significant amount of citizens to join the ranks of the informality; and to gradually and inevitably become what society considers ¡°human waste¡±. Also it reveals the origins of this exclusion, the characteristics of the habitats that are forced to live as pariahs and profiles of these second class, marginalized people. The objectives of reflection are visible characteristics and origins of the Habitat they occupy the excluded, the causes of the mixofobia, the consequences on the citizens and society, as well as point out possible routes to reorient the policies of urban management that minimize the exclusion. Methodology, inductive research process, data collection in official sources, analysis and reflection of the urban development of policies of housing, observation, field visits.
