Bunlardan birincisi, y¨¹ksek   retim programlar n n a  lmas na hakim olan esaslar, ikincisi ise i  d¨¹nyas ndaki de i im ve talep farkl la malar na cevap verme yetene i  eklinde isimlendirilebilir. Ba ka bir deyi le, meselenin e itim   retim programlar n n planlanmas  ve geli tirilmesi boyutunun yan  s ra s z konusu programlarda   renim g ren   rencilerin vas f d¨¹zeylerinin yeterlili i boyutu oldu u g z ard  edilmemelidir. Bu  al  ma, T¨¹rk ¨¹niversitelerinin kontenjan a     bulunan  nlisans ve lisans programlar n n yeniden yap land r lmas  konusunu, bu programlar  tercih eti i halde kay t yapt rmayan   rencilerin kay t yapt rmama sebepleri ¨¹zerinden sorgulamay  ama lamaktad r. Bu sorgulamada Pamukkale ¨¹niversitesi¡¯nin  e itli  nlisans ve lisans programlar na 2009 ve 2010 y llar nda kay t yapt rmayan 1657   renci aday  ¨¹zerinde yap lan bir ara t rman n bulgular  temel al nm  t r. Telefonla anket y ntemiyle ger ekle tirilen ara t rman n bulgular , Pamukkale ¨¹niversitesi  zelinde hangi programlara ne sebeple kay t yapt r lmad   n  ortaya koymaktad r. En  nemli kay t yapt rmama nedenleri, ekonomik nedenler, gelir durumu yetersizli i, kazan lan program n mezuniyet sonras  istihdam imkanlar n n yetersizli i, bu nedene ba l  olarak kamusal destekle okunabilen ve istihdam garantili meslekler olan polis okulu, askeri okul vb. gibi okullar n kazan lmas  ya da bu okullar n s navlar na haz rlan lmas , ailevi sorunlar  eklinde bulgulanm  t r. Ara t rman n bulgular ndan hareketle istihdam edilebilirlik konusunda yeniden yap land rmaya ili kin  neriler geli tirilmi tir.EnglishThe theoric frame may be analysed in terms of two main subjects regarding reconstruction of universities. The first is the bases which masters starting the higher education programs and the second is the capability of responding to the differentiation of requirements and changes in business. Namely, the topic is not only related to the planning and improvement of education and teaching programs, but also the proficiency of the students' skills attending these programs. This study aims to examine reconstruction of the programs of Turkish universities which have quota gap at the associate and bachelors degree by focusing on the reasons why students have not registered to these programs although they have preferred these programs before. In this inquiry, the findings of the research including 1657 candidate students who didn't register in 2009 and 2010 to associate and bachelors degree programs
