Most students on graduating from University remain unable to communicate at even a basic level. This review paper starts with an introduction that highlights the importance of ELT evaluation, it proceeds to defining the terms evaluation and syllabus, various models of evaluation are discussed, and types of ELT syllabuses are critically analyzed based on the models of evaluation.
