%0 Journal Article %T The Effects of Reformist Executives on the Design, Content and Style of Public Administration Reforms in Turkey %A Hamza ATE£¿ %A Soner ¨¹NAL %J - %D 2019 %X The reforms made in different extents in Turkish Public Administration began with modernization of traditional garrisons. With the policy of westernization that was put into action since Selim III, these reforms became the means of administrative, social and public progression. Our government centered traditional administration has increased the role of public administrators in designing and application of these reforms. Thus, as it is assumed that the Tulip Revolution is an illumination of III. Ahmet period and accepted that Tanzimat Edict is a consequence of Mustafa Re£¿it Pa£¿a, the administrators come to the fore in the Turkish reform history. This study that aimed to understand the effects and roles of the administrators on the general tendency and strategy on applied reforms in Turkish Public Administration, examined the personal characteristics of administrators who come to the fore with the important reforms in Turkish history. In this context, in this study that researches why some of the administrators show reformist personality while some of them show trasitional characteristics, it is investigated that there is a strong connection between level of the development and reformer administartors. Thus; firstly, the relation between administrators personal qualities and the administrative reforms that are performed by them will be examined. The permanence and application success of the public administration reforms, will be held within the frame of the internal and external conditions of administrators. The reform movements are characterized by their administrators in Turkish administration where there is a strong relation between the level of advancement and reformist administrator.
