%0 Journal Article %T THE SITUATION OF THE SPATIAL CHANGE IN THE LOWER PART OF THE MELET RIVER BASIN IS AFFECTED BY POTENTIAL FLOODING %A CELAL £¿ENOL %J - %D 2019 %X The boundary between the Central and Eastern Black Sea sections consists of Melet River. It is one of the important rivers in terms of both flow and length. The river is accumulated alluviums in its mouth and forms a small delta on the city of Ordu. In addition to the fact that the lower parts of the stream are covered with marshes and the effects of floods are high, they have restricted their use as agricultural and residential areas. After the improvement of the delta, these areas first began to turn into agriculture and then to the industrial area. The coastal road that unites the Black Sea coastal towns passes from the north of the Delta and the new ring road south. In addition, the establishment of a university campus in the east of the delta and the construction of the airport cause these areas to remain under the pressure of settling heavily. Nowadays, this change continues with the acceleration; these parts of the basin have been used intensively. In addition to the strong flow of Melet River, it also brings with it floods that increase with rainfall and snow melts in spring-summer months. Settlements and agricultural areas expanding towards the potential flood impact area are among the most affected by this situation. Although some measures such as shoreline sets and speed cutter rock fills are taken to prevent flooding, they cannot be prevented. Apart from these measures, many dams of various sizes have been made to the basin since the 1990s to achieve both flood control and electrical energy. Top£¿am Dam is the first of these dams and the largest. In this study, aerial photographs and satellite images of the flood area between 1975-2018 (1975-1987-1990, 2000 and 2018) were analyzed. In order to support them, interviews were conducted with local residents with observations in the field.
