The index evaluates and ranks the World countries in terms of procedures for investing and sustaining the investments. The data for the index are gathered from several global and local partners of World Bank and have a high level of potential for uncertainty and subjectivity due to the diversity in resources. The standard methodology of the index is based on arithmetic mean of values in ten different criteria for each country, which takes the weight of importance as equal for all criteria. Considering those properties of the data, in this study, we rank the OECD countries by making use of Ease of Doing Business data for 6 years. We apply Stochastic Multicriteria Acceptability Analysis (SMAA) method, which is a multiple criteria decision method that enables incorporation of interval data. As well as the ranks with the highest acceptability for countries, the analysis provides the weight vectors that can move the countries to the top ranks.
