%T REFORM AND INSTITUTIONALIZATION PROCESS IN PUBLIC ORGANIZATIONS: SOCIOLOGICAL ANALYSIS

%X The study aims at answering the questions what are the effects of reforms in the process of institutionalization of public organizations and sociologically examining the process of institutionalization in public organizations. The study employs descriptive methodology through providing examples from Turkish public organizations. Results of the study indicate that reform efforts in Turkish public administration have begun with the effect of globalization process. Both internal and external factors have been effective in the process. In addition to globalization, reforms of EU adaptation process, in particular, which were put into effect after 1990s have had an impact on Turkish public administration. The effects of the reforms have reverberated through institutionalization of the public organizations in paralel with the needs of social structure. It is concluded that public organizations must be understoods as sociological entities
