%X 本文旨在梳理西咸新区水土保持方案编报、审查、审批等工作过程中的各类情况，对城市建设项目水土保持方案编制、技术审查与行政审批中存在的主要问题进行深入思考，进而提出城市建设项目水土保持方案编制、技术审查与审批关键性要求，明确后期工作思路，为进一步加强城市水土保持工作，落实新时代水土保持高质量发展建设理念夯实基础。<br />
Urban construction project of soil and water conservation program technical review approval to think about the purpose of this paper is to comb the salty new city soil and water conservation plan in the process of application, examination and approval work of all kinds of situation, the urban construction project of soil and water conservation plan preparation, technical review and administrative examination and approval of the main problems existing in the in-depth thinking, put forward urban construction project of soil and water conservation plan formulation, technical review and examination and approval of key requirements, clear train of thought, the late work to further strengthen the urban soil and water conservation work, the implementation of the new age concept of high quality development and construction of soil and water conservation foundation.
