%X “三变”改革是在政府主导、社会资本与贫困群体参与，经济规律遵循基础上，综合运用政府与市场、宏观与微观等手段、方法以及政策实现绿色减贫能力体系的逻辑生成。从实践理性看，“三变”拓宽农业提质增效路径、农村发展市场半径，农民增收致富途径；“坚持以人民为中心”的价值取向，共同富裕的奋斗目标，中国梦的人文关怀实现“绿水青山就是金山银山”。从价值逻辑看，坚持党的领导，贫困主体参与，强化制度与哲学思辨，催生内源性向外源性、政策性向制度性、逻辑性向规律性减贫转变。绿色减贫既为中国当下绝对贫困消除，未来相对贫困消解提供实践借鉴，又为世界乃至人类减贫事业发展提供方法论思考。<br />
The “Three Changes” reform is based on the government's leadership, social capital and the partic-ipation of poor groups, and compliance with economic laws, comprehensively using government and market, macro and micro methods, methods, and policies to achieve the logical generation of a green poverty reduction capability system. From a practical rational point of view, the “three changes” reform has broadened the path to improve agricultural quality and efficiency, the market radius of rural development, and the way for farmers to increase their income. Humanistic care has realized that “green water and green mountains are golden and silver mountains”. From the value logic point of view, adhere to the leadership of the party, the participation of poor subjects, strengthen the system and philosophical speculation, and promote the transformation of endoge-nous and exogenous, policy to institutional, and logical to regular poverty reduction. Green poverty reduction not only provides practical reference for the elimination of absolute poverty in China now and the elimination of relative poverty in the future, but also provides methodological thinking for the development of poverty reduction in the world and even mankind.
