%X 2011年11月，联合国教科文组织发布了《关于城市历史景观的建议书》，基于城市动态发展的背景，将整体环境统一的区域视为城市遗产，提出了景观的方法可以提供一个更好的保护框架，并将城市遗产保护纳入更广泛的城市发展框架之下。而中国城市化的进程也在不断加快，由于早期规划不足或在城市扩张过程中对历史景观破坏的现象时有发生，许多历史城市的文化遗产和街道形态被侵蚀，城市记忆和城市个性正在变得模糊，城市历史景观保护体系的建立成为了当下中国亟待解决的问题。而与中国文化相似的日本在此方面已有多年的经验，本研究通过对日本城市历史景观相关的法律分析，结合日本政府体制，具体案例详细解析日本城市历史景观体系，对中国城市历史景观体系的建立做出贡献。<br />
In November 2011, UNESCO released its Recommendation on the Historic Urban Landscape , which considers areas of overall environmental unity as urban heritage based on the context of dynamic urban development, and proposes that a landscape approach can provide a better framework for conservation and means and methods to integrate urban heritage preservation under a broader framework of urban development. While the process of urbanization in China is also accelerating, due to insufficient early planning or destruction of historic landscapes in the process of urban expansion, the cultural heritage and street forms of many historic cities are being eroded, urban memory and urban personality are becoming blurred, and the establishment of an urban historic landscape conservation system has become an issue that needs to be addressed urgently in China today. Japan, which has similar culture to China, has many years of experience in this area. This study aims to make contributions to the establishment of the historic urban land-scape system in China by analyzing the laws related to the historic urban landscape in Japan, com-bining the Japanese government system with specific cases and analyzing the Japanese historic urban landscape system in detail.
