%X 耕地是人类赖以生存的基本资源和条件，我国耕地资源存在着人均面积少、整体质量下降、退化严重、后备资源不足、减少势头仍未遏制等一系列问题，在自然资源基层执法力量薄弱的现实面前，要做到耕地大范围动态化、精细化、精准化监管，靠传统的磨破轮胎、跑断腿的“人防”方法是行不通的，改变过去传统单一的耕地保护监管模式，探索运用现代信息化技术手段，充分发挥高分遥感、人工智能、深度学习、大数据分析、“互联网+”等现代信息技术在耕地保护中的应用，建立“数据精心治理–业务精细管理–利用精准决策”的耕地保护监测监管体系是完善耕地保护机制的有效途径。<br />
Cultivated land is the basic resource and condition for human survival, my country’s cultivated land resources have a series of problems such as small per capita area, overall decline in quality, serious degradation, insufficient reserve resources, and the momentum of reduction has not yet been curbed. In the face of the reality that the grassroots law enforcement of natural resources is weak, in order to achieve a large-scale dynamic, refined and precise supervision of cultivated land, it is impossible to rely on the traditional “civil air defense” method of wearing tires and breaking legs, and changing the traditional single cultivated land protection and supervision mode in the past, explore the use of modern information technology means, give full play to the application of modern information technology such as high-resolution remote sensing, artificial intelligence, deep learning, big data analysis, “Internet+” in the protection of cultivated land, and establish “Meticulous Data Governance-Business Fine Management-The cultivated land protection monitoring and supervision system using precise decision-making” is an effective way to improve the cultivated land protection mechanism.
