%X 以具有典型江淮丘陵区特征的滁州市南谯区水生态文明城市创建为例，基于其在建设初期存在的水安全、水生态、水环境等方面问题，在水生态文明城市建设中实施水安全、水生态、水环境、水管理、水景观与水文化等“五大体系”建设，通过构建水生态文明评价指标体系和评价模型，对水生态文明城市建设取得的阶段性成果效益进行分析和评价，本评价成果对于指导江淮丘陵区水生态文明城市建设具有重要的意义。<br />
Taking the establishment of a water ecological civilization city in Nanqiao district of Chuzhou city with typical characteristics of Jianghuai hilly area as an example, based on the problems of water safety, water ecology and water environment in the early stage of construction. Through the implementation of the “five systems” construction of water security, water ecology, water environment, water management, water landscape and water culture. By constructing the evaluation index system and evaluation model of water ecological civilization, the benefit of water ecological civilization city construction is analyzed and evaluated. The evaluation results are of great significance in guiding the construction of a water ecological civilization city in the Jianghuai hilly area.
