Taking the establishment of a water ecological civilization city in Nanqiao district of Chuzhou city with typical characteristics of Jianghuai hilly area as an example, based on the problems of water safety, water ecology and water environment in the early stage of construction. Through the implementation of the “five systems” construction of water security, water ecology, water environment, water management, water landscape and water culture. By constructing the evaluation index system and evaluation model of water ecological civilization, the benefit of water ecological civilization city construction is analyzed and evaluated.
