%X 资本是社会主义市场经济的重要生产要素，依法规范和引导资本健康发展是构建高水平社会主义市场经济体制的必然举措。依法规范和引导资本健康发展符合马克思在《资本论》中对资本二重属性和四个特性批判的理论逻辑。当前资本发展对我国构建高水平社会主义市场经济体制起到了促进和阻碍的双重作用，为了发挥资本健康发展在构建高水平社会主义市场经济体制中的作用，要坚持党对公有制资本的领导正确处理资本的不同形态，给资本设置“红绿灯”，持续推进资本领域反腐败，从而使资本依法依规健康发展，更好地服务于加快构建高水平社会主义市场经济的大局。<br />
Capital is an important factor of production in the socialist market economy. Standardizing and guiding the healthy development of capital according to law is an inevitable measure to build a high-level socialist market economy. To regulate and guide the healthy development of capital according to law conforms to the theoretical logic that Marx criticizes the double attribute and four characteristics of capital in “Capital”. At present, the capital development plays a dual role in promoting and hindering the construction of the high-level socialist market economy system. In order to give full play to the role of the healthy development of capital in the construction of the high-level socialist market economy system, it is necessary to adhere to the leadership of the party over the public capital to correctly deal with the different forms of capital, set the “traffic light” for capital, and continuously promote the anti-corruption in the capital field, so that the capital in accordance with the law and regulations of healthy development better serves to accelerate the construction of high-level socialist market economy overall situation.
