%X 道光二十一年，河南开封祥符堡发生严重水灾，担任河南巡抚的牛鉴在此次治理水患的过程中，制定了一系列有效的措施，并且在迁移开封省城的问题上，坚持认为不能迁移，只可防范。在牛鉴的前期带领下，开封民众团结一致，取得了卓有成效的成果。<br />
In the 21st year of the Daoguang reign, a serious flood occurred in Xiangfu Fort, Kaifeng, Henan. Niu Jian, who served as the governor of Henan, formulated a series of effective measures in the process of controlling the flood. And on the issue of relocating the provincial capital of Kaifeng, Niu Jian insist that it cannot be relocated and can only be prevented. Under the early leadership of Niu Jian, the people of Kaifeng united and achieved remarkable results.
