%X 随着城市的内部结构呈现日益复杂，传统的治理模式已经逐渐不能满足社会治理水平的需要，数字治理已经成为城市治理格局建设的重要方式。为探究县域政府数字治理视角下治理效能的影响因素，本文基于数字治理等相关理论与相关文献的梳理，对数字治理视角下的政府治理效能的影响因素进行了分析，探究了政府数字治理格局建设中各要素的作用。结果表明，影响其数字治理视角下的治理效能的因素主要有技术能力、组织架构、政策方案、理念转变、数据链条管理以及多元参与度六个方面。<br />
With the internal structure of the city showing increasing complexity, the traditional governance model has gradually failed to meet the needs of the level of social governance, and digital governance has become an important way to build the urban governance pattern. In order to explore the influencing factors of governance effectiveness under the perspective of digital governance of county governments, this paper analyzes the influencing factors of government governance effectiveness under the perspective of digital governance based on the combination of digital governance and other related theories and relevant literature, and explores the role of each element in the construction of government digital governance pattern. The results show that the factors affecting the effectiveness of governance under the perspective of digital governance mainly include six aspects: technological capability, organizational structure, policy program, conceptual change, data chain management, and diversified participation.
