%X 内生治理是乡村实现可持续发展的重要模式。数字乡村治理需要协同好国家行政力量与乡村内生力量的耦合调适，不能以数字嵌入取代农民主体作用的发挥。农民是乡村振兴的主体，也是乡村延续的灵魂。通过现代村民的可行能力提升来切实发挥农民主体作用，乡村治理才能更好回应“乡村为谁而兴”的问题。数字赋能乡村治理起到了催生资源、强化参与和丰富精神的作用，但激活乡村内生要素的过程中仍然存在农民数字素养较低、乡村性流失和基层党组织建设有待加强的问题，为此本文提出了加大乡村教育力度、加快乡村文化振兴和加强基层党组织建设三条优化路径，旨在以数字应用激活乡村内生发展动力，切实保障农民主体作用的发挥。<br />
Endogenous governance is an important model for the realization of sustainable development in the countryside. Digital rural governance needs to synergize the coupling and adaptation of national administrative forces and endogenous forces in the countryside, and digital embedding should not be used to replace the play of the main role of farmers. Farmers are the main body of rural revitalization and the soul of rural continuity. Through the enhancement of the viability of modern villagers to effectively play the role of the main body of farmers, rural governance can better respond to the question of “for whom the countryside prospers”. Digital empowerment of rural governance has played a catalytic role in generating resources, strengthening participation and enriching the spirit, but the activation of endogenous elements of the countryside still exists in the process, such as farmers’ digital literacy is low, the loss of countryside and grass-roots party organization construction needs to be strengthened. This paper proposes three optimization paths: increase the strength of rural education, accelerate the revitalization of rural culture and strengthen the construction of grass-roots party organizations, aiming to activate the countryside endogenous with digital applications. The purpose of this paper is to activate the endogenous development power of the countryside by digital application, and effectively guarantee the play of the main role of farmers.
