Analysis of the Influencing Factors of School-Enterprise Cooperation Policy Implementation of Higher Vocational Education Based on Horn-Mitter Model %A 贾晓燕 %J Modern Management %P 383-389 %@ 2160-732X %D 2024 %I Hans Publishing %R 10.12677/MM.2024.143047 %X 职业教育作为国民教育的重要组成部分,承担着保障社会经济发展强基固本的关键作用。以霍恩–米特政策执行系统模型为研究框架,从六个方面对校企合作政策执行影响因素进行分析。政策目标与标准不合理、政策资源匮乏、组织间沟通与执行方式有待完善、政策执行者价值有所偏颇以及系统环境制约等因素,影响高等职业教育校企合作政策执行效果。为提高高等职业教育校企合作政策执行效果,需明确政策目标与标准、加大政策资源投入、改进组织间沟通与执行方式、提高执行机构管理的靶向精度、正确引导价值取向、营造良好的系统环境。
Vocational education, as an important part of national education, assumes the key role of ensuring a strong foundation for social and economic development. Based on the Horn-Mitt policy implementation system model, this paper analyzes the influencing factors of school-enterprise cooperation policy implementation from six aspects. Factors such as unreasonable policy objectives and standards, lack of policy resources, inter-organizational communication and implementation methods need to be improved, biased value of policy implementers, and systemic environmental constraints affect the implementation effect of school-enterprise cooperation policies in higher vocational education. In order to improve the implementation effect of school-enterprise cooperation policy in higher vocational education, it is necessary to clarify the policy objectives and standards, increase the investment of policy resources, improve the communication and implementation methods between organizations, improve the targeting accuracy of the management of the executive agency, correctly guide the value orientation, and create a good system environment. %K 高等职业教育,校企合作,政策,霍恩–米特模型
