%X 网格化管理是基层治理现代化转型中的重要治理模式，旨在通过技术嵌入实现资源整合和精细管理。但在标准化、精准化和效率至上的技术理性支配下，政府无法有效回应群众的多元诉求，而价值理性影响下的温度治理反过来又会弱化技术治理的就事逻辑。因此，在基层治理现代化中平衡好技术理性与价值理性至关重要，要使得技术理性与价值理性共融共生、相互促进。可见，网格化管理在从城市向农村推广时不能脱离其现实情境，村民自治、农村组织基础、配套制度体系等因素极大影响着农村网格化管理的治理效能。由此，本文提出了技术赋能激活农村内生治理、党建引领提升农村自治能力和制度设计调适双重理性三条优化路径，旨在提升农村网格化管理的成效。<br />
Grid-based management is an important governance model in the modernization and transformation of grass-roots governance, aiming to achieve resource integration and fine management through technological embedding. However, under the domination of the technical rationality of standardization, precision and efficiency, the government is unable to effectively respond to the pluralistic demands of the masses, while the temperature governance under the influence of the value rationality will, in turn, weaken the logic of technical governance. Therefore, in the modernization of grassroots governance, it is crucial to balance technical rationality and value rationality, so that technical rationality and value rationality are symbiotic and mutually reinforcing. It can be seen that grid-based management from the city to the rural areas can not be detached from the reality of the situation, villagers’ autonomy, rural organizational foundation, supporting institutional system and other factors greatly affect the governance effectiveness of rural grid-based management. Therefore, this paper proposes three optimization paths: technology enablement to activate endogenous governance in rural areas, party-building leadership to enhance the capacity of rural self-governance and institutional design to adapt to the dual rationality, aiming to enhance the effectiveness of grid-based management in rural areas.
