%0 Journal Article %T l£¿¨¦conomie argentine et l£¿agriculture d£¿exportation, 2002-2009 : enjeux et conflits %A Hillcoat %A Guillermo %J Agroalimentaria %D 2010 %I Universidad de los Andes %X the international conjuncture, from the end of 2002 onwards, marks the beginning of stable and strong economic growth (2002-2008) resulting from a large increase in international trade and an unprecedented improvement in the terms of trade in favour of countries producing raw materials. in the case of argentina, the increase in exports of agricultural products and the improvement in terms of trade contributed, during that period, to creating healthier public finances and to the emergence of a substantial trade surplus, thus leading to a considerable improvement in the current account balance. in parallel, the economic growth and positive external balance have made it possible to dissimulate the competitively problems which remained, such as the bilateral balance with brazil and china. nevertheless, the taxation policy concerning exports, re-instated in 2002, and a certain number of administrative measures which impose bans or quantitative restrictions will penalize certain products (dairy products, meat, wheat and corn), and reinforce a favourable bias on soya cultures. the amplification of public spending, brought on by pro-cyclical policy in addition to various subsidies in the industrial and services sectors, lead to a greater fiscal weight on exports. the level of taxation reached the tolerance barrier of producers in march 2008. the stalemate with the government then leads to a long conflict. in the last quarter of 2008, the international economic context deteriorated. the fall in prices of commodities makes this policy untenable and creates a major challenge for the current macroeconomic management. %K agricultural exports %K trade policy %K competitiveness %K macroeconomic policies %K argentine. %U http://www.scielo.org.ve/scielo.php?script=sci_abstract&pid=S1316-03542010000100002&lng=en&nrm=iso&tlng=en
