%X the paper studies the formation of the development strategy in get¨²lio vargas' second term, since the estado novo's regime. the argument is that this strategy was embedded in the national-developmentalist ideology which vargas embraced at least since the 1930', but it was anticipated in the coherent set of policies executed in the 1950's during the second world war, and advocated in the postwar period of neo-liberal predominance and during the electoral campaign of 1950, before undertaken in vargas' second term.
