%X difficulties to approve a treaty for the reform of the eu have coincided in time with a great world wide economic crisis. eu has passed a plan for the recovery, its foundations are to strengthen the 4 basic eu economic freedoms and the internal market; to introduce flexibility into competition policies without suspending its application; and to reinforce territorial cohesion, energy policy and r+d investments.
