%0 Journal Article %T La reforma constitucional de 1910: Constantes institucionales, consensos y nuevas reglas %A Duque Daza %A Javier %J Papel Politico %D 2011 %I Scientific Electronic Library Online %X the article analyzes the institutional change of 1910 in colombia. the central argument is that it is a question some consensuses as a change of rules of constant type, on the base of some historical constants (the presidential goverment, the mixed origin of the congress of the republic, the limited citizenship and the absence of the constitutional control in the first instance), arisen from 1886 (the step of the states to the departments and the denominational definition of the state) and new rules (moderation of the presidential goverment, electoral changes, constitutional control and the relative extension of the political citizenship). it constituted a case of change in the modality of learnings and of agreements on behalf of the actors with major power, to generate a scene with fewer potential conflict. it consists of three paragraphs. the first one compares the reform with the constitution of 1886, in his modalities and characteristics. the second one approaches the reform of 1910, his characteristics, modality and effects on the institutional studding of the epoch. finally, present the conclusions. %K institutional change %K institutions %K actors %K citizenship %K political science %K constitutions %K constitutional history %K colombia %K qualitative analysis %K documentary analysis. %U http://www.scielo.org.co/scielo.php?script=sci_abstract&pid=S0122-44092011000100008&lng=en&nrm=iso&tlng=en
