Ecos del Centenario: La apertura de un espacio de deliberación para los Territorios Nacionales: la Primera Conferencia de Gobernadores (1913)

under the process of disintegration of the oligarchic domination, the first decade of the 20th century presents changes for the national territories in relation to the national government. in 1913, as part of the task carried out by the recently created general direction of national territories, the first conference of governors of national territories was held. its purpose was to deliberate about the problems of these spaces and agree on the proposal for the law reform of territories prepared by the home office. even though this conference introduced a space for deliberation and agreement, nonexistent so far, the situation was not sustained in time. the analysis of the main problems has made it possible to see the agreements or differences between the state interests and the view of the governors which enable us to notice the persistence of restricted conceptions as regards the territory inhabitants, the duality between the increased powers and state control for the governors, as well as the power-bureaucracy relation clearly seen when dealing with matters connected with the management of public land.
