Abstract: the author argues that , during the last decade, there has been an acute contradiction between a rhetoric geared to ecosocialism, sustainable endogenous development (and the promises of the 1999 constitution), and the reality of a development model which incorporates mega-projects related to the pocicy of promoting latin american integration and a greater independence of the united states. it is also argued that the environmental conflicts provoked by these mega-projects are processed without any reference to the ?participative democracy? promised in the constitution.
