América Latina: securitización de la política y guerra contra la ciudadanía y los movimientos popularesKeywords: securitization, state, violence, organized crime and low-intensity conflict. Abstract: this essay proposal is to analyze latin american public policies securitization, especially citizen safety ones, that hides inside their arguments, logistic, behavior and preparation, issues related with low-intensity conflict to break the structures and in other cases, eliminate popular and comunitary leaders, and also exerting control of the popular movements with the novel ingredient of the incorportion of organized crime as a support to perform murders, facilitate the arms traffic and negotiate the narco-amnesty to correspond the initiatives of the contrainsurgents plans in latin america, especially in mexico and central america. our reflection is about four issues: non existence governability whit civil disobedience institutionalized violence and legitimated organized crime, preventing wars: colombian plan and centroamerican lab of the police state.
